v1 – Effective date: November 4, 2026
Shore is software that political campaigns use to keep track of their supporters and volunteers: who signed up, who pledged to vote, who asked a question, who RSVP’d, and who asked not to be contacted. Shore is provided by Shore Democratic Services LLC (“Shore,” “we,” “us”).
This policy explains what information Shore handles, why, who it’s shared with, and the choices people have. It covers two groups of people differently:
- Campaign staff and volunteers who sign in to Shore (“users”). We’re responsible for your account information.
- Supporters: people whose information a campaign keeps in Shore, for example because they filled in a form on the campaign’s website, donated, came to an event, or were on a list the campaign already had. The campaign decides what it collects about you and how it uses it; Shore stores and processes that information on the campaign’s behalf and on its instructions. The campaign’s own privacy policy applies to how it uses your information. Questions and requests about your information are best sent to the campaign first; we’ll help it answer.
1. Information about users
When a campaign invites you and you sign in, we collect:
- Your account: your name, email address, and profile picture from your Google account (Shore signs you in with Google; we never see your Google password), and the role the campaign gave you (e.g., admin, staff, or volunteer).
- Sign-in sessions: a session record with the time, your IP address, and your browser’s description, so you stay signed in and we can spot misuse.
- Your settings: for example whether you prefer light or dark mode.
- What you do in Shore: an audit log records actions such as adding or changing a supporter, merging records, recording an opt-out, or changing settings, with who did it and when. Campaigns use it to see who changed what; we use it to investigate problems.
2. Information about supporters (handled for campaigns)
What a campaign keeps depends on what it collects. In Shore that can include:
- Contact details: name, email addresses, phone numbers (and whether a number is a mobile), and postal addresses.
- What you’ve done with the campaign: forms you submitted on the campaign’s website (signing up for updates, pledging to vote and how you plan to vote, volunteering and when you’re available, messages you sent, issues you care about, yard sign requests), events you RSVP’d to or attended, and endorsements you gave with your permission.
- Conversations: text messages between you and the campaign’s volunteers (sent through Spoke, the campaign’s texting tool), your answers to questions asked by text, and replies to the campaign’s emails.
- Your choices about contact: when you agreed to receive texts or email (and the exact wording you agreed to), and when you asked not to be texted, emailed, mailed, or visited.
- Campaign notes: tags and notes the campaign’s staff add.
- Whether your address is in the candidate’s district, worked out from public address records.
- Contributions made through ActBlue, and public voter registration and voting-history records from the state (which say whether, not how, you voted).
When you submit a form on a campaign’s website, Shore also receives the page you were on and any campaign tracking tags in the link (for example which ad brought you there). To stop automated abuse, Shore briefly uses a scrambled (hashed) form of your IP address to limit how many forms one address can send; it’s kept in memory for minutes and not stored.
Shore doesn’t ask for and isn’t meant to hold Social Security numbers, driver’s license numbers, or bank or card numbers. Payments go through ActBlue, never Shore.
3. How information is used
- To run Shore for the campaign: storing and showing its supporters, matching a returning supporter to their existing record, building the lists the campaign asks for, sending the campaign’s emails, and passing lists to its texting tool.
- To honor contact choices: every opt-out and “don’t contact me” request is recorded and checked before Shore sends anything or hands a list to the campaign’s texting tool, and opt-outs are passed between Shore and that tool.
- To keep Shore secure and working: preventing abuse, investigating problems, and backups.
- To meet legal obligations.
We don’t sell personal information, use it for advertising, or use one campaign’s supporter information for another campaign. We don’t use supporter information to train AI models.
4. Who information is shared with
- The campaign whose supporter you are, and the staff and volunteers it gives access to. Texters see only what Spoke shows them for their assigned conversations.
- Service providers that run parts of Shore for us, under contracts that limit their use of the information.
- When the law requires it, for example a valid subpoena or court order. We’ll tell the campaign first unless the law forbids it.
- If Shore’s business is sold or reorganized, to the new owner, under this policy’s protections.
5. Cookies
Shore uses one cookie: the sign-in cookie that keeps users signed in. Shore doesn’t use advertising or analytics cookies. Campaign websites that send forms to Shore may use their own cookies; their own policies cover those.
6. Security
Information is encrypted in transit (HTTPS only) and at rest (storage encryption). Each campaign’s information is kept separate from every other campaign’s at the database level, and staff see only what their role allows. Shore’s logs are designed to leave out names, email addresses, phone numbers, and message text. No system is perfectly secure; if a security incident affects a campaign’s information, we’ll tell the campaign promptly so it can meet its own obligations.
7. How long information is kept
- Supporter information is kept for as long as the campaign keeps it in Shore. Campaigns can correct records and remove contact details. When a campaign stops using Shore, we keep its information for 30 days so it can export it, then delete it, except where the law requires us to keep something longer.
- Opt-outs and “don’t contact me” requests are kept for as long as the campaign uses Shore, even if other information about you is removed, so the request keeps being honored.
- User accounts are kept while you’re a member of any campaign in Shore.
8. Your choices and rights
- Stop contact: reply STOP to a campaign text, use the unsubscribe link in a campaign email, or ask the campaign. Shore records the request and the campaign’s texting and email stop.
- See, correct, or delete your information: ask the campaign, or write to us at admin@shoreupthe.vote and we’ll pass your request to the campaign and help it respond. A campaign may keep a record that you asked not to be contacted, so it can keep honoring that.
- Users can ask us for a copy of their account information or to delete their account.
9. Children
Shore isn’t meant for children under 13, and campaigns shouldn’t use it to collect information from them. If we learn that Shore holds information from a child under 13, we’ll work with the campaign to delete it.
10. Changes to this policy
We’ll post changes here with a new effective date, and tell campaign admins by email before a change that affects how supporter information is used.
